If an unresolved link is inserted or deleted, it should not be reported.
If a normal link is replaced with an unresolved link, it should be reported as a deletion.
If an unresolved link is replaced with a normal link, it should be reported as an insertion.
Indices should be "user space" indices (unresolved links should be filtered out)
