This would have to be implemented in Get{Next,Prev}GridDiv. projgridframe is &1 when the grid line spacing is set to Frames and &64 for Measure. Currently it doesn't distinguish between the two. (Posting here as a reminder.)
EDIT: GetClosestMeasureGridLine might benefit from using the new Measure mode.
