What steps will reproduce the problem? Turn on zoom tool preference to drag-zoom in upper half of ruler, create any region. Try to edit region size by dragging end points with the mouse. What is the expected output? What do you see instead? Editing regions this way is only possible with perfectly horizontal mouse movements, otherwize the zoom tool overrides.

What version of SWS extension are you using? (Extensions -> About SWS...)

Latest release What is your Reaper version number and CPU architecture (e.g. Reaper 3.75 x64)? Latest release, 64 What operating system are you running? (e.g. Windows XP/7, OSX 10.5.8 etc, 64bit?) Win7 x64

Suggest broadening the range detected as horizontal movement so the zoom tool only takes effect with very diliberately vertical movement. If that's not possible, a toggle action for the zoom perference would also work. Thanks!

if it's not possible to restrict the horizontal drag detection range as suggested above, another solution (at least for me), would be to temporarily disable drag zoom for the ruler whenever a modifier is held. This way we can have drag-zooming and scrolling on the top half of the ruler just like in ableton or cubase, but without disrupting region duplicating (ctrl+drag).

right now i must choose between disrupting time selection (dragging on the ruler) and disrupting region copying (dragging above the ruler) if i want to make use of your drag-zoom feature (which of course I do!). since we have to hold a modifier to copy regions, this seems like the easiest solution thanks!

maybe in the meantime we could just have an action to toggle this behavior? i really love using it to zoom, but it's really a pain not being able to drag regions or markers/create time selection in the ruler. i know, i'm a brat, i want it all... or perhaps a right click drag option?

Quite annoying, you're right! Good call, let's do that, I've added those actions in the meantime:
+SWS: Toggle drag zoom enable (ruler top half)
+SWS: Toggle drag zoom enable (ruler bottom half)

So in the next release you'll be able to enable/disable drag zoom via a key shortcut or a toolbar button (which will light up when the option is enabled, BTW).

Note: I eventually disliked the modifier idea I was talking about (would disrupt default/user's mouse modifiers + all ruler's modifier combinations are already used by default), and right drag is not possible from the extension (mouse capture thing, the context menu would not be an issue).
