Bug 2168840:[release-4.13] Change any embedded namespace to current one #2016

This is an automated cherry-pick of #2008

In local prometheus yaml file, we have 'openshift-storage' namespace
embedded into the file. This change will make sure we have the current
namespace in the YAML file.
As the function is general, it can be extended to do more sophisticated
regex based replacements.
Tests added.
