Enable monitoring for the product devfile registry

We have metrics endpoints set up for all of the services in the devfile registry:

• Port 5001 and /metrics for the OCI registry server
• Port 7071 and /metrics for the index server

We need to enable Prometheus monitoring for the product registry for those metrics endpoints, as well as create a Grafana dashboard to display the metrics

• Set up prometheus alerts based on the metrics exposed on the endpoints listed above
• Create a Grafana dashboard to display the metrics exposed for the registry
