https://www.rdoproject.org/install/upgrading-rdo/ refers to Havana.

Meanwhile, we also have https://www.rdoproject.org/install/upgrading-rdo-to-icehouse/

I think we can now close this. Old pages on upgrading have been removed or updated for Mitaka.
