It's just a) allowing the use of any rack webserver to run Refinery in development and b) adding a Gemfile entry only to the project, not to installed applications.

I think it is developer's choice what server he wants to install and use. Now puma is installed by default, but not used by default. That's weird for me. But nevermind, you're "Refinery chief" :).
