Control pipeline hooks from the command line

It would be nice to control existing pipeline hooks from the command line, for example listing the hooks, detaching a hook or reattaching a hook elsewhere. For example, if you implement test workarounds as a hook, you could easily disable them from the command line.

For the moment, I will make it simple. Just list the hooks (by name only) and allow to disable them (by name) with a command line option, e.g., --disable-hooks=workaround1,workaround2. I don't see a use case for re-attaching a hook.
