Add tutorial that shows the capabilities of the new extensible parameterized tests

I am taking this, because it's blocking two other issues. I will start by updating the current tutorial examples, so that we can move on deprecating the @parameterized_test decorator and eventually removing it in 4.x. More advanced examples with parameterized tests can follow in different PRs.
