Also: - Remove the `JobState` abstraction, because it does not offer anything for the moment.
- Nothing obvious seems to have been changed inside Slurm regarding the OOM handling. It could be that the different paths are triggered by some system change, so support both the old and the new message.

Slurm was updated on Daint, so we need to back port some fixes of master to the 2.17 running on Daint. This PR back ports the following fixes: #835, #836, #837, #845.
