Add a .well-known configuration for instances to be able to disable options regarding crossposting #124

Different instances have different polices regarding crossposting and public/unlisted posting. It would be good if admins could somehow define a policy that makes impossible for their users to enable a certain kind of crossposting, relieving the admins of needing to police for that specific behaviour.

This is an idea that @ThisIsMissEm raised in a conversation and I think specially for large instances this would be of great help.

The format is not defined, but it could be enough to have a json file in .well-known/crossposters that would define something like:
