bar "unscrollable" property issue #1058

While using the legacy theme interface, the property "unscrollable" doesn't seem to behave like expected.

When the screen containing it shows, the bar renders in idle status everytime. Only if hovered it disappears or become insensitive, depending on its "unscrollable" setting.

Closing this now that the legacy themes are obsolete.
