"anchor propagation" needs to be discussed; for instance: what if the set contains two artwork elements, one with ASCII artwork and one with SVG, both having anchors?
does "anchor propagation" remove an existing anchor from <artset>, and if so, what happens if it is target of an <xref>?

My (perhaps naïve) opinion is that this applies to the HTML output only. (Does it also apply to the PDF output?) For HTML, wouldn't we use the SVG artwork, not the ASCII artwork? In that case, propagating the SVG anchor seems sensible. However, if the artset already has an anchor, would we use that and not propagate upward from one of the artwork elements?
