Coordinating animations only via percents of progress is really tedious for complex animations. It's easier to think in absolute units (eg: 'over Xms').

For a single animation, this could be handled through function compositions:
after(250, during(500, fadeIn(el))

However, functions that compose animations would need to become aware of those so the complete animation time can be computed:

   after(250, during(500, fadeIn(el)),
   after(400, during(600, fadeIn(el))
// Should create an animation meant to run over 1s

Not all animations would require that logic though...
