Gcs cannot open files with relative paths on linux #70

On Fedora 28, the new gcs is not able to open files with a relative path.

With relative path on Linux

$ gcs character_sheets/thomas.gcs -text -text_template=/home/nasfarley88/texmf/tex/latex/gurps-gcs-template.gcx
GCS 4.11

You must specify one or more sheet files to process.

With absolute path

$ gcs /home/nasfarley88/git/gurps-system51/character_sheets/thomas.gcs -text -text_template=/home/nasfarley88/texmf/tex/latex/gurps-gcs-template.gcx

I believe I have worked around the bug in Java 10's javapackager with this commit:

Need to guard that last change against a null PWD, which can happen when launched from graphical environments (i.e. not the command line). This commit addresses that:
