This PR removes the
DashboardContainerandDashboardHeaderlayers of abstraction from the Dashboard Workspace set of components.This PR is a necessary part of #2965, which adds a new view that crosses the
DashboardContainer's "header" and "metrics" slots. I've split this PR out separately to make review easier.
