IPV6 does not work with clusters newer then 3.2

They changed how the handled the jvm.options in C* in 3.2 and moved the option for
-Djava.net.preferIPv4Stack=true
into the jvm.options file.

This causes issues when you try to spin up C* nodes newer then 3.2 with IPV6, and the nodes fail to start with protocol unavailable exception, as it's enabled by default.

I have a PR ready with a potential fix here.
