基于birt的下载报表服务器，对外提供jax-rs服务，外部系统通过jax-rs服务提交报表生成所需要的查询条件，本系统根据查询条件和已经事先设计好的rptdesign文件提供报表队列处理，最后通过提供 http下载的方式向外围系统提供下载服务
