  1. Revert "add vim swap files to the ignored list for MANIFEST.SKIP."

    This reverts commit 48b3ac7.
    
    Bundled distributions are not modified except for critical bugs that the distribution
    cannot fix in a timely fashion.  When this is fixed in ExtUtils::Manifest it can be pulled
    over.

  1. Portability for my::bundles.

    On VMS readdir() by default returns directory names with the .DIR
    extension, which needs to be trimmed off if the directory name is
    going to be glued together with other pieces to make a path.
    
    Also on VMS, filename case is not preserved by default, so we need
    to do a case-blind lookup of Scalar-List-Utils to trigger its
    special handling.

  1. Module::Signature 0.55 (at least) gets confused by Windows newlines.

    Module::Signature requires a MakeMaker upgrade, so fixing Module::Signature can get into
    a dependency loop with a broken MakeMaker signature.  So we'll just avoid tickling that bug.

  1. echo() and dollar sign update for VMS.

    The new interface to echo() needed to be added to the override in
    MM_VMS.pm.
    
    Escaping dollar signs by doubling them doesn't do anything for the
    native make utilities.  Quoting them does, so add ovverides for
    escape_dollarsigns() and escape_all_dollar_signs().
    
    In echo.t, add a space between the target name and the colon.  On
    VMS, the colon is valid within a target name, so you have to have
    whitespace before the colon to produce valid syntax.

    This completely protects the PPD and META files from stray variables.
    It's the default not to expand because most folks don't think about
    that.  There's an option now to turn it on.

  7. Split init_others() into init_tools() and init_others().

    This separates the complicated linker and compiler tools from the simple ones.
    It makes it easier to initialize the tools for testing purposes.
