[Feature Request] Add optimization to skip simulating a frame if the timestep is set to 0 #350

Currently, the simulator will still simulate a frame if the frame timestep is set to 0. Add a feature to skip simulating the frame and use the mesh data from the previous frame. This can be useful for 'freeze frame' simulations.
