Oh, I normally don't do releases for just locale additions. I don't use bower, but doesn't it support just pointing at git repositories?
How important is a versioned release to you for something like this?
I guess somebody registered this repository in bower (http://sindresorhus.com/bower-components/#!/search/jquery-timeago). Anybody can do it, just executing the command bower register <my-package-name> <git-endpoint> because there is not authentification or user manager.
The problem is that on install/update, it downloads the 1.3.0 version that it's 26 commits behind and 6 months old (https://github.com/rmm5t/jquery-timeago/releases/tag/v1.3.0). I recommend you to add bower support, just adding a bower.json file in the root with the project data (http://bower.io/#defining-a-package).
I think also that a new locale addition might create a new release, because the library changes provididing support for new languages (http://semver.org/)

I consider locale additions as "contrib" and not part of the underlying library, but I'm open to reconsider that.
