    [fix] Don't look for a file extension from a dir

    minty authored
    If the path is a directory you can't get an extension from it.

    [test] Add a failing test for paths ending ../

    minty authored
    I tripped up on this because I have the following directory structure in a project:

        working_dir/
          cpan.conf
          scripts/cpan_server.pl

    And cpan_server.pl was trying to:

        use FindBin;
        my $cfg = Config::JFDI->new(
            path => "$FindBin::Bin/../",
            name => 'cpan',
        );
