yum failure in rockstor-pre #1128

if python_downgrade fails in rockstor-pre due to yum failure(lack of internet, for example), the service fails and has a cascading effect that is a bit too harsh. This should be a soft error. For errors resulting from bad python bits from .34, they'll bubble up on a semi working web-ui at least. Plus this is largely a non issue on fresh installs of 3.8-11 and after, so can be deprecated after a couple of versions.

log soft errors and exceptions and move on instead of failing. #1128

Fixed by #1136

Also note that python_downgrade is not necessary for ISO installs of 3.8-11.
