Fix #360, AppVeyor publishes artifacts #361

On successful builds, this will package the rqlite binaries and host them using AppVeyor's artifact CDN.

After builds, this will become the permalink to the latest windows build from master:

https://ci.appveyor.com/api/projects/rqlite/rqlite/artifacts/rqlited-nightly-win64.zip?branch=master

The branch selection ensures that users can't download potentially broken PR builds.

@turbo -- I tweaked the appveyor config slightly, so it used more suitable names. However I am not able to download from the URL:

https://ci.appveyor.com/api/projects/rqlite/rqlite/artifacts/rqlite-latest-win64.zip?branch=master

It returns 404. Does one need to be logged in to appveyor for this to work?
