Introduce the `stub()` helper function to target the stub (for `cols_width()` and other targeting fns)

There are cases where it's difficult to target the stub column (either because it's generated by summary_rows() or because it's unintuitive). It would be good to have a helper function called stub() that acts as a tidyselect-style select function, just for use in gt.
