System details

RStudio Edition : Desktop
RStudio Version : RStudio 1.2.650
OS Version      : Windows 10 x64
R Version       : R 3.5.0

Steps to reproduce the problem

Try downloading and extracting the latest RStudio installer-less build for Windows from https://s3.amazonaws.com/rstudio-ide-build/desktop/windows/RStudio-1.2.650.zip, then attempt to launch RStudio.

Describe the problem in detail

RStudio launches, but gives a 404 page.

Describe the behavior you expected

RStudio should launch without issue.

Everything works fine on my Windows 7 VM, so I think the issue is specific to Windows 10 (perhaps related to the April update)

Looks like this was also fixed with @gtritchie's patch to the lookup of the executable path (thanks!)
