[Brightbox] Support Cloud SQL maintenance windows
Enables setting of `maintenance_weekday` and `maintenance_hour` values to specify the maintenance window where updates may be applied to the SQL instance.
[core] Make the wait timeout truly global
The Rackspace helper changed the Fog.timeout global for all live tests so the core test which expected "600" failed since it was now "2000" Since it is a global setting it has been moved to the global test helper It can now also be controlled by the FOG_TEST_TIMEOUT env variable.

This works around an issue where you can not detect if a Cloud SQL Instance is being snapshotted. A new API restriction is that you can no longer delete an instance that is being snapshotted so this suddenly began failing. Now we look for a new snapshot and poll until it is ready only then can we safely issue the destroy command.

We only run coverage on 2.1.0 but due to the testing matrix we actually run the same tests twice. Hopefully this removes the run without coverage (since the last one was the wrong version).
Never seen any differences/issues between 1.9.2 and 1.9.3 and I guess it isn't the most used version. This way we free up a Travis box for someone else.

Rather than tracking the Github repo, this references the gem directly. Locally seeing an issue with 1.8.7 / unf gem test which surprised not seeing on Travis.
