Ruboto setup on Windows fails to set path to dx #510

When running ruboto setup on windows 7 it fails to find dx on the path and starts an download of Android build tools. The download completes but the build tools are not added to the path, resulting in dx still being unavailable.

* Improves issue #524 a lot.  Almost there?  Help needed, @Axionator :)
* Translate path to "dx" to verify the path
* Detect Java by JAVA_HOME.
* Detect downloaded HAXM package.
* Install the HAXM package.
* Detect if HAXMhas been installed.
* Elevate process to administrator rights with the "elevate" command when installing the Android SDK or HAXM.
* Recognize "mingw32" as Windows.

Just for reference, I think this partially addresses #425. Let me know if you need further testing on it.
