Add --host option to owner command #461

I just needed to change ownership of a gem in my private rubygems and there is no --host option like gem push.

@drbrain told me at #rubygems @ freenode that I can use RUBYGEMS_HOST environment variable, and that works like a charm.

I am going to write a patch for this option.
