Trying to bundle install, I get:

Gem::RemoteFetcher::FetchError: bad response Service Unavailable 503 (http://production.cf.rubygems.org/gems/summon-2.0.5.gem)
An error occurred while installing summon (2.0.5), and Bundler cannot continue.
Make sure that `gem install summon -v '2.0.5'` succeeds before bundling.

Manual gem install verifies it's not bundler-related:

$ gem install summon -v '2.0.5'
ERROR: While executing gem ... (Gem::RemoteFetcher::FetchError)
    bad response Service Unavailable 503 (http://production.cf.rubygems.org/gems/summon-2.0.5.gem)

Not sure how to proceed, I'm sort of stopped in my tracks here, unable to install gems I need to develop or deploy.

Zoinks. That is Amazon CloudFront returning a 503. You might just have to wait a few minutes and try again, undoubtedly they'll fix it quickly.

yep, just worked again now. Thanks. It is very annoying that cloudfront isn't as quite as reliable as one would expect, especially when you're trying to set up a new machine and you can't because the gem isnt' available, so it goes.
