This PR adds documentation pages for project metrics like gem downloads, github stars and so on

The pages feature:

  • A brief description of the metric in question and what it means in regard to rating a library
  • A chart of how the values are distributed across the ecosystem
  • A list of top projects for this metric

For some metrics like stars and downloads there are two "top projects" lists, one overall and one for gems with their first release within the last year.

The documentation is now linked from the main navigation and footer. Individual project metrics shown on the page also link to their respective docs pages.
