Tooltip always shows the wrong time (unless timezone is equal to Zulu/UTC) #3518

Describe the bug
When looking at an execution, the tooltips when hovering over the times suggest zulu time (i.e. 2018-06-14T15:25:27Z) while the event took place at 15:25 CEST / 13:25 UTC.

My Rundeck detail

  • Rundeck version: 2.11.4-1
  • install type: deb
  • OS Name/version: Debian
  • DB Type/version: MySQL

To Reproduce
Steps to reproduce the behavior:

  1. Run a job and go to the execution.
  2. Hover over any of the two timestamps in the top right. I.e. 'Succeeded after 6m 47s at 3:25 pm started at 3:18 pm by you 0.06:47'
  3. Check the tooltip
  4. It will display the same (local) time as in the text, but suggest it's zulu time. I.e. 2018-06-14T15:25:27Z

Expected behavior
I would expect the timezone indication to match the time. For the example above either of these would be correct:

Desktop (please complete the following information):

  • OS: GNU/Linux
  • Browser Firefox
  • Version 60.0.2

This bug is still present in v3.0.14
