Is your feature request related to a problem? Please describe.
The cgroup limits are great for limiting the JVM memory, however external processes run by Rundeck may push the container mermory over the limit and cause evictions/terminations.

Describe the solution you'd like
Allow the MaxRAMFraction JVM setting to be supplied through an environment variable. This will allow reducing the JVM max RAM as a percentage of the max available to give headroom to externally run processes.
