Move lists to the DB, add more GitHub repos and local crates #325

This PR contains a complete refactoring of the crates module, with some new things:

  • Lists are now stored in the database, allowing the server to easily update them in the future
  • GitHub repos are now loaded from rust-ops/rust-repos, adding 23k new ones
  • Local crates are now present, allowing to write tests more easily
