Added an announcement of GOSIM Rust Spotlight nominations.

Hello there! This is very cool, but the text is too long to include as a line item in the newsletter. Would you be willing to pick one of the links to feature? Perhaps the CFP one?

I'm afraid no one will know what they are being asked to do when at that length, though. Suggestions welcome.

I think just a little blurb in the CFP - Events section would work, maybe something like:

• GOSIM Rust Spotlight | Nominate new and innovative rust projects | Deadline $DATE | Utrecht, NL | Event on $DATE

And you could add a little more in the "Nominate new and innovative..." section, I don't think we mind having a brief sentence in there.
