To reproduce, go to https://triage.rust-lang.org/gha-logs/rust-lang/rust/54300016301, select a bunch of lines of the output, and paste them in a github issue (same result with Ctrl-V and Ctrl-Shift-V):

I can reproduce on Firefox.

That's probably Firefox Bug 1273836 "Copy-Paste of simple HTML adds extra new lines that are not present in original content".
