RFE: xsos --sysctl need moar better

• Put the sysctl values (after the equals sign) in quotes to make it more clear
• Some sysctls from fedora aren't in rhel6 and some sysctls from rhel6 aren't in rhel5 .... currently they just show up as blanks .... this is confusing because for some sysctls, a blank value is also valid
  • Make xsos instead print a message saying if a sysctl is missing, to distinguish between blank and missing sysctls
• Add net.ipv4.ip_local_port_range and net.ipv4.ip_local_reserved_ports
