Adds the PortfolioCommandCenter -> localProjectId mapping (Notion row 378c21f1-caf0-819a-86c3-c0c41d12eef3, created 2026-06-07) so the auditor relates its events/actions to the project row. Closes the original 'events unmatched because no clear row' gap at the Notion layer.

Adds PortfolioCommandCenter -> localProjectId (Notion Local Portfolio row 378c21f1, created 2026-06-07) to the static notion-project-map. The auditor now relates PortfolioCommandCenter events/actions to a real project row, closing the original 'events unmatched because no clear row' gap. notion_sync/notion_export read this map read-only; no dup risk (sync never creates Local Portfolio rows itself).
