Implement maximizer/dynamic limiter plugin.

This plugin should track the RMS envelope of the signal and deny any peaks above the specified threshold over the envelope. Additionally to the dynamic threshold, hard static threshold should be defined to deny all peaks above 0 dBFS by default.
