Without the ..module:: directive, it's not possible to refer to python-fibers via Intersphinx links as :class:fibers.Fiber

Set the current module so that Intersphinx links work.

Could you issue a rebuild of the docs on readthedocs? Or even better, install a web hook so that they get rebuilt automatically?
