[abseil-cpp] Bump to 20230802.1

This proposes a version bump to the latest LTS release.

20230125.3 is a minimum required version for building protobuf v21 and v25, a
bump of which I will propose in another PR shortly.

Reason is that several packages (e.g. on OBS/Chum) are starting to require newer
protobuf versions.

libphonenumber seems to build fine. I'm not sure how I can test it though.

@mlehtima now that I have you here ;), for protobuf:

• would you prefer a bump to v21, or v25? (v21 will be EOL in Q1-2024 See https://protobuf.dev/support/version-support/#cpp)
• Can you again specify some dependants of protobuf to test with?

Latest is better unless it breaks things too much. Based on obs these require protobuf, probably not all directly so check which ones have direct dependencies: buteo-sync-plugin-carddav, buteo-sync-plugins-qt5, commhistory-daemon, contactsd, libcommhistory-qt5, libphonenumber, nemo-qml-plugin-contacts-qt5, nemo-qml-plugin-filemanager, nemo-qml-plugin-messages-internal-qt5. Also a hint: github search probably will tell which packages require something.
