elementaryOS 'pkg' __virtual__ returned false #50461

Description of Issue/Question

Trying to run my standardised Ubuntu workstation setup on elementaryOS, and it looks like Salt is not detecting that the OS uses apt/is Ubuntu-based.

Setup

Example pkg.installed call: sudo salt-call --local state.single pkg.installed name=git -l debug
