What does this PR do?

Update the debian docs to reflect that there are old packages in the debian repositories. I checked debians latest OS and the most up to date salt package was 2016.11.2. So trying to update the instructions to ensure users are using saltstack official repository.

Also updated references that stated jessie was a stable release for example to just the OS name or latest for example.

What issues does this PR fix or reference?
