What does this PR do?
Adds the grain "uuid" on Windows, like the one already present on Linux.
What issues does this PR fix or reference?

Previous Behavior
The grain is no existent.
New Behavior
Returns the system's UUID:
Merge requirements satisfied?
Commits signed with GPG?
No
