What does this PR do?

Removes support for old-style Windows Group Policy names.

What issues does this PR fix or reference?

Fixes: #61696

Previous Behavior

Displayed a deprecation warning

New Behavior

Removes the warning and throws an error on old-style policy names

Merge requirements satisfied?

[NOTICE] Bug fixes or features added to Salt require tests.
