What does this PR do?

Adds the ability to remove a KB using the DISM module by passing just the KB number
Adds a state for doing the same thing

What issues does this PR fix or reference?

Fixes: #62366

Merge requirements satisfied?

looks like there are still related failing tests

Adds the ability to remove a KB using the DISM module by passing
just the KB number
Adds a state for doing the same thing
