Use https://quad9.net/ DNS servers as the default #56

Update Deadwood to default to, instead of using the ICANN servers as root servers, use the https://quad9.net/ DNS server as an upstream server. The issue is that recursive DNS is plain simply too slow these days to be used (while most domains resolve quickly, https://amazon.com/ for example uses a complicated web of NS servers and it takes Deadwood about a minute to resolve “amazon.com” or “www.amazon.com”; Deadwood will often times return a SERVER FAIL before finally being able to resolve the domain), and there are a number of corner cases Deadwood does not handle properly.

I have gotten consent from Quad9. They suggest this default:

upstream_servers = {}
upstream_servers["."] = "9.9.9.9, 149.112.112.112"

The code has been implemented. I now need to document that a long-standing default behavior Deadwood has had is changed for the next Deadwood release.

Documentation updates made. The 3.3.03 release of Deadwood will have this code.
