Add the ability to pick your own deterministic compiler when doing 1-qubit Clifford RB (could be done for 2-qubit too, but probably not worth the bother).

Adds an option `exact_compilation_key` that allows
the user to specify one of the CompilationRules to use for
deterministic Clifford compilation in CliffordRBDesign generation.
