Missing template plugin/open_build_service.text.jinja2

Open Build Service support isn't done yet. OBS API needs some additions first before this becomes useful. I simply was to lazy to already create a template for that. So the OBS plugin is mostly a stub atm. Keeping the issue open as "implement OBS plugin"

I also encountered this. We should at very least board up broken windows by commenting out the part of rapport.conf which invokes this plugin.
