Webpanel timezone problem #362

Expected Behavior

Timezone offset should be changed corresponding to the selected option and summertime checkbox.

Current Behavior

With summertime checked: +1 and +2 will stay the same
With summertime unchecked +1 and +2 will have 3 hours gap

Possible Solution

Instead of using offset values, since the settings table already supports string in the value column, just list all the available timezone names and let PHP handle the conversion.

Steps to Reproduce (for bugs)

To replicate the 3 hours offset, simply uncheck summertime

  1. Set timezone to GMT +1
  2. Check any ban and its time
  3. Set timezone to GM2 +2
  4. Check the same ban and its time
  5. They should remain the same

  • Version used: 1.6.2
  • PHP and MySQL version: PHP 7.1.10 & MariaDB 10.2.9
  • Operating System and version: Ubuntu 17.10
